- 03. Is the bacteriological quality of the water in this pool satisfactory (Non-Critical)?
- No prior bacteriological samples had been submitted for the pool at the time of the inspection. Ensure that bacteriological water samples are submitted weekly while the pool is in operation.A bacteriological water sample was collected and submitted to the Provincial Laboratory by the PHI during the inspection.
- 03. Is the bacteriological quality of the water in this pool satisfactory (Non-Critical)?
- The wading pool water sample submitted on August 28, 2023 was tested by the Provincial Laboratory to have a Heterotrophic Plate Count (HPC) of 880 CFU.HPC must be maintained at 100 CFU or less. Ensure that pool water chemistry is compliant. The operator may choose to super chlorinate or otherwise treat the pool prior to resampling.
- 04. Is the chemical quality of the water in this pool satisfactory (Critical)?
- At the time of the inspection, the PHI determined that the wading pool was operating at a pH of 7.9.Swimming pools must operate within the regulated pH range to ensure bather comfort and allow for free available chlorine to act as an effective disinfectant. Ensure that pool water pH is maintained between 6.8 - 7.6.
- 04. Is the chemical quality of the water in this pool satisfactory (Critical)?
- At the time of the inspection, the PHI tested the wading pool's free available chlorine (FAC) to be 1.0 ppm. The ORP gauge was indicating a value of 140 mV during the inspection.Recirculating wading pools must have a FAC of at least 2.0 ppm. FAC can be reduced to 0.5 ppm or greater in pools if the oxidation reduction potential (ORP) is consistently 700 mV or greater. Ensure that the pool FAC is adjusted to meet the legislative requirements.
- 06. Are the filtration, circulation and disinfection systems used to maintain water quality working properly (Critical)?
- While an automatic chemical monitoring system and feed have been installed in the pool to automatically and continuously disinfect the pool, it was not operating as intended during the inspection. The ORP probe was indicated to have cracked and was no longer working as intended. As such the salt system was not responding to the computer accordingly and free available chlorine levels were being maintained by manually adding chemical to the pool until the repairs could be completed. The pool's automatic chemical monitoring system and automatic feeds must be in good repair, operating according to the manufacturers instructions, and supply a continuous feed of adequate disinfectant. Ensure that the damaged probe is replaced and that the system is operating as intended by the manufacturer.
- 06. Are the filtration, circulation and disinfection systems used to maintain water quality working properly (Critical)?
- A non-recirculation inflatable foot pool was present outside of the main wading pool during the inspection as a means for patrons to clean sand off of their feet before entering the pool. The foot pool was filled with municipally treated water but is not adequately treated or recirculated as required by applicable legislation. The use of this pool is a potential risk for bacteriological growth and foot infections.Ensure that the use of the stand alone non-recirculating foot pool is discontinued.
- 07. Are the filtration, circulation and disinfection systems used to maintain water quality working properly (Non-Critical)?
- Three of the pool's 5 recirculation pumps were not in operation during the inspection due to a plumbing failure. Thus, the pool was not operating according to the manufacturer's / engineer's design. Ensure that the system plumbing is repaired and is operating as designed.
- 07. Are the filtration, circulation and disinfection systems used to maintain water quality working properly (Non-Critical)?
- Flow meters were not installed in the circulation system at the time. The actual turnover rate and filtration rates could not be calculated due to this violation and only two of the pool's five circulation pumps being in operation. While onsite, the operator called the engineer, who stated turnover period for the pool design was 2.6 hours with all five pumps running. Designed flow rate was indicated to be 880 US gallons / minute.Ensure that flow meters are installed where required, and that the pool is able to appropriately meet the required turnover time of 2.0 hours or less for recirculating wading pools.
- 11. Does the facility have a valid permit and does the facility operate in compliance with the conditions of that permit?
- The pool had not been granted a valid permit at the time of the inspection. The owners must submit a complete pool permit application to Alberta Health Services - Environmental Public Health Department for review prior to a permit being issued.
- 13. Are the general safety devices and physical conditions in this pool providing a safe environment (Non-Critical)?
- No stairs were installed to allow for patrons to enter/exit the above-ground pool basin at the time of the inspections. To enter or exit the pool, bathers would need to get over the inflated side of the pool which is greater than 24 inches in height. This situation poses a risk to potential falls into and out of the pool when trying to enter and exit and may also prevent some individuals from being able to enter or exit the pool in the event of an emergency. The operator indicated that the planned pool deck would include stairs over the pool wall and allow for safe entry/exit.Ensure that patrons are safely able to enter and exit the pool basin.
- 17. Does the pool have adequate written policies, plans and posted rules and safety information to ensure that the pool is operating in a safe manner?
- EPH has not received any of the wading pool's written policies, plans or safety information. The operator was given a physical copy of the AHS Water Contamination Response Log during the inspection. Ensure that the required written documents are created, made available onsite, and followed during operation.Copies of these documents must be submitted to EPH for review as part of the Pool Permit Application process. Some public pool rules had been posted at the pool area entrance prior to the inspection.Ensure that all required information and safety signs (i.e. "Shallow - No Diving") are posted at the pool.
- 18. Have plans for construction, renovations or alteration for the pool been submitted for written approval?
- No plans for construction were submitted to AHS - Environmental Public Health by the owners prior to the construction and opening of the pool to the public.Any elements of the pool found not to be in compliance with applicable legislation may need to be corrected prior to the pool being granted approval to operate.Ensure that all plans are submitted to EPH as part of the Pool Permit Application package.
