    • 03. Are general nuisance conditions, other than those noted in other violations, being prevented at this pool premises (Critical)?
      • There was an apparent release of chlorine gas or other toxic substance causing harm to bathers on January 25, 2026. Identify what caused the health hazard, determine the cause of the release, correct any conditions that allowed the situation to arise, put in place safeguards to ensure the situation can't re-occur and will also need to undergo an inspection by a Public Health Inspector with Alberta Health Services once these conditions have been completed and the pools are operational.
    • 10. Are proper testing, monitoring, and other records being properly maintained?
      • When adding chemicals to the swimming pool and whirlpool water, the quantity of chemical added is not being recorded. To add what quantity/volume of chemical is added on the pool logs. Combined chlorine levels are being checked only in the morning after draining off some of the swimming pool and whirlpool water and re-filling with fresh water. Additional check to be done later in the day, particularly when there is heavy use, to determine the combined chlorine level at that time.Combined chlorine level was not being measured properly with pool kit. Reviewed proper calculation to determine combined chlorine level based on number of drops of titrating solution. Ensure all staff are following the proper procedure. Was advised the pH and chlorine levels of the pools are checked multiple times prior to opening the pools in the morning but not all measurements are recorded. When checking pH and chlorine levels, record results of all testing done (including before chemicals added) to aid in determining whether the pool controller is able to maintain the setpoint pH and chlorine levels without manual addition of chemicals and if it is in calibration (in pool logs there were times when the chlorine and/or pH measured with pool kit was significantly different than what the pool controller was reading).

    • 04. Are general nuisance conditions, other than those noted in other violations, being prevented at this pool premises (Non-Critical)?
      • No longer a strong chloramine smell in pool area but still a very slight odor and whirlpool combined chlorine level was measured as 1.51ppm. Ensure HVAC system is bringing in enough outside/fresh air and exhausting enough "polluted" air and HVAC should be set up to move fresh air across the water surface and towards air exhaust vents. Installation of UV units on the pool circulation system (after filtration but before chlorination) could also help to reduce combined chlorine formation in the pool water.

      • Strong chloramine smell in pool area. Complaint was received re: this and health effects (stinging nose/eyes, coughing). Need to keep combined chlorine levels in the pool low so aren't off-gassing into the air and creating health effects. Need to ensure HVAC system is bringing in enough outside/fresh air and exhausting enough "polluted" air and HVAC should be set up to move fresh air across the water surface and towards air exhaust vents.
