    • 03. Are clients at this facility being protected from hazards (Critical)?
      • Disinfectant bottles throughout the facility were not labeled to identify the contents of the bottle. Operators labeled the bottles during the inspection. Ensure that all cleaning solutions / bottles are labeled to clearly identify the contents and mitigate misusing.

      • A knife and a screwdriver-like tool was observed in a plastic drawer next to the hand washing sink in the preschool room. Facility operator indicated that the room is used for the church and was unaware if it belonged to the church. Facility operator removed the items from the room. Ensure that there are no hazards accessible to children. It is highly recommended to label the drawers and cabinets that are not used by the childcare facility and ensure cabinets are lockable to prevent access to children.

      • The diapering procedure was reviewed during the inspection. When applying ointments, gloved hands/fingers are used to scoop up ointment from a bulk supply such as vaseline containers. The operators were instructed to use single use applicators such as cotton swabs or popsicle sticks for scooping up ointments. Operators obtained popsicle sticks during the inspection. Ensure single use applicators or single use dispensers are used to scoop and apply ointments or cream to prevent contamination of the bulk supply.

      • The diapering disinfectant solution in the preschool room was measured below the required disinfectant concentration for bleach, 50ppm. The bottle was stored in a clear bottle and on the windowsill. All other disinfectant solutions throughout the other facility rooms were measured at 100ppm. Operators indicated that the disinfectant bottles are made and tested daily.Operator took the bottle to remake the solution. Operators were educated to storing the disinfectant bottle, the disinfectant chemicals can degrade quicker due to factors like the presence of direct sunlight. Ensure that the disinfectant solutions are maintained at the minimum disinfecting concentration to effectively disinfect areas such as the diapering stations. It may be recommended to test the concentration more frequently.

      • The diapering station in the preschool room was located across the room away from the handwashing sink.Ensure a dedicated handwashing sink is easily accessible for diapering stations and to conduct proper hand washing.
    • 18. Is the facility and equipment being maintained in a suitable manner (Non-Critical)?
      • The walls under the windows of the ECDP room were observed in disrepair exposing raw building materials such as drywall and metal pieces. Facility director indicated repairs have been made in the past and the damage was new. Repair the wall to a durable and easy to clean material. Ensure that the facility is maintained in good condition. It was recommended that a smooth and durable adhesive surfacing may be installed in the area to prevent future damage.

      • There were several items stored on top of the bed cots in the preschool room. Ensure that bed cots are stored in a sanitary manner and protected from contamination by not storing items on top of the bed cots. It was recommended to rearrange the room to make storage space for the items.

      • Children's personal items such as water bottles and diapering ointments were observed not all labeled with the individual child's name. Operators labeled the items that did not have labels during the inspection. Ensure that personal effects including but not limited to water bottles and diapering ointments are stored in a sanitary manner to prevent contamination which includes labeling to prevent items being used between different children.

      • Rubber/silicone - like bibs were observed hanging above the washroom sink in the toddler room. When asked about the bib cleaning procedures, operators indicated that the bibs are washed in the washroom sink and let to air dry above the sink. Operators were educated that any food related items such as bibs should not be washed in the washroom to mitigate the risk of cross contamination. Ensure that food related items such as bibs are not cleaned in washrooms.

      • The diaper change mat is torn. Mat removed during the inspection.Replace the diaper change mat with a durable, easily-cleaned mat that is impervious to moisture.Ensure that all equipment are maintained in good repair.

      • Single use cutlery were being reused at the facility, and stored with their business ends upwards. The cutlery were discarded during the inspection. Ensure that cutlery is stored in a manner that prevents contamination of their business ends. Single use cutlery must not be reused.

      • The handwashing sinks in the main washroom were missing single use towels.Paper towel was provided during the inspection. Ensure that all hand washing sinks are always supplied with paper towel in suitable dispensers. The washrooms must be routinely checked and supplies replenished as needed.

      • The surface underneath the diaper change table mats in the Infant and Preschool rooms have some debris. The surfaces and mats were cleaned and disinfected during the inspection. Ensure that diaper change stations are thoroughly cleaned and disinfected after each use. Diapering procedure is not posted at the diapering station in the Preschool room. Ensure that the procedure is posted.

      • The hand washing sink in the main washrooms are not supplied with paper towel. Paper towel supplied during the inspection. Ensure that washrooms are adequately supplied with liquid soap and paper towel in appropriate dispensers at all times.
    • 18. Is the facility and equipment being maintained in a suitable manner (Non-Critical)?
      • The faucet of the hand sink in the ECDP room is damaged. A service provider has reportedly been contact to repair it. A hand sink is available for use in the adjoining room.Ensure that the repair is completed as soon as possible.

      • Bubble wrap has been taped underneath the handwashing sink in the Infant room to provide a cushion and prevent injury from children crawling underneath and bumping their heads. Replace the bubble wrap with an appropriate easily-cleaned material. A permanent solution is required.
