- 10. Is a properly supplied first aid kit provided and readily available?
- Expired supplies were observed in the red Zee first aid kit hanging on the wall in the main hallway:1. 0.9% Sodium Chloride Irrigation solution (DIN 00786160) (EXP: 08/2018). Item was removed from the first aid kit during the inspection.Expired supplies were observed in the white metal Zee first aid kit hanging on the wall in the main hallway:2. Expired Alcohol Antiseptic Prep Pads and Benzalkonium Chloride Antiseptic Wipes (EXP: 2018-2023). Operator discarded expired antiseptic pads into the garbage during the inspection. First aid kit was observed to have extra unexpired alcohol antiseptic prep pads inside. Restock the first aid kits to ensure that non-expired supplies are readily available for emergency response and treatment.**Update (November 14, 2025): Operator stated that they have the above noted item on order and that they will provide Public Health Inspector with purchase invoice for the estimated time of arrival.**Update (January 23, 2026): Operator purchased the wrong solution for the red Zee First Aid Kit. It was also observed that there is another red Zee First Aid Kit in front of the Robin 2 room at the end of the hall, which is also missing Sodium Chloride Irrigation (Saline) solution. The item supply list in the first aid kits were reviewed by Public Health Inspector and Operator during the inspection. Operator indicated they would purchase the correct solution and submit an invoice of purchase to Public Health Inspector once it is ordered.

- Diapering stations in the following rooms were observed to lack safety belts/restraints:- Duckling 2 Room- Robin 1 Room - Robin 2 Room Diapering stations shall be provided with suitable safety belts to ensure infants are secured for their safety when receiving diaper changes. Staff must monitor infants at all times and never leave them unattended when placed on the diapering station.**Update (November 14, 2025): Safety belts are now installed for the diapering station in Robin 2 room. Operator purchased black velcro safety straps during the inspection from a local store for the Robin 1 and Duckling 2 rooms, however, the straps are not properly anchored/installed on the diapering stations. Ensure that the straps are properly installed on the diapering stations, so infants are secured for their safety when receiving diaper changes.

- The bleach sanitizer bottle at the diapering station in the Robin 2 room was observed to be unlabeled. Staff were able to label the bottle with a permanent marker during the inspection. Ensure that chemical bottles/containers are adequately labeled to easily identify their contents and to prevent accidental misuse.

- In the Robin Room, home-made playdough was observed to be in use by children. When PHI reviewed the ingredients used, it was noted the playdough was made with raw flour as stated on the bulk flour package in the staff room. Staff discarded the playdough into the garbage and children who were using the playdough washed their hands. Raw flour is not permitted to be used to make playdough in a childcare facility, as it may potentially contain harmful bacteria (ie. E.coli and Salmonella). Ensure to use safer alternatives such as: commercially made playdough, commercially heat treated/ready-to-eat flour OR cornstarch.

- Bleach sanitizer solution at the diapering station in the Duckling 2 room was tested and measured at a concentration of 25 ppm. PHI showed staff how to properly make a sanitizer solution at a concentration of 100 ppm. Sanitizer solutions must be made fresh daily at their required concentrations (ie. 100 ppm - Bleach solution) to effectively sanitize surfaces, especially diapering stations and their surfaces.

- The window in room Chick 1 room was noted to be cracked with scotch tape to prevent further damage. Ensure that the glass window in disrepair is replaced to prevent injuries that can result from further damage to the window.Update (December 5, 2023): Operator is currently in the process of finding professional service providers to replace the broken window. The room is not open to be used as a classroom until the repair work is finished.

- The sanitizer solution spray bottle in room Robin 1 was noted to be unlabelled. Operator labelled the container during inspection. Ensure that all chemical containers are correctly labelled so that all staff are made aware of the content, and to prevent misuse of unidentified chemicals.
