      • Observation(s): Samosas from approved facility were being hot held at 40C -- Discarded immediately Facility is not approved to hot hold or process foods. Operator stated they would stop providing this service until they're approved to do so.
      • F1.2C Potentially hazardous foods must be transported at a temperature of 60 °C (140 °F) or hotter.
    • F1.3 Are proper cooling and reheating procedures followed?
      • Observation(s): No confirmation that PHFs to be hot held were reaching 74C or higher prior to being hot held. PHF was just being microwaved. Facility is not approved to process foods. May only sell prepackaged foods that require no processing. Operator must submit application with updated floor plan if looking to sell food.

    • F3.1 Does the operator have a valid operating permit or approval to operate?
      • Observation(s): Observed the operator selling samosas with no approval to do so. The samosas displayed in the hot holding units were 47C which is below the regulated temperature of 60C and above. There were also some samosas in a foil in the drinks cooler which was stored under an in compliance temperature of 2.5C. There was no handwashing sink present in the facility for the employees to use when handling samosas. The operator must get an approval from the health authority before selling non-packaged food to the public or not sell non-packaged potentially hazardous food. The approval processes includes a written procedure on how to properly reheat the food to the internal temperature of 74C and above and hot hold food at a temperature of 60C and above and adequate hand washing stations in order to prevent having food in the danger zone which is the temperature that allows for the microorganisms to multiply and also potentially produce toxins to a level that can cause foodborne illness causing harm to the public. The facility going through this approval process ensures that the critical control points are met The operator discarded the displayed samosas and stated that they will remove the remain samosas from the premises.
