      • Observation (CORRECTED DURING INSPECTION): One bag of frozen beef chunks was defrosting using the changing water method out in ambient temperature. Temperature of the water being used measured to be 15C.
      • Corrective Action(s): This is not an acceptable method for thawing frozen foods. Discussed with staff: use cold running water at the sink if a faster thaw is needed. Otherwise, under refrigeration at 4C or colder is the preferred method for thawing.

      • 1) Wash with detergent
      • 2) Rinse with clean water
      • 3) Sanitize with QUATS, keeping the equipment submerged for at least 2 minute
      • 4) Air dry
      • Discussed with manager: moving forward, everything that does not fit in the dishwasher must follow this process.

      • Observation (CORRECTED DURING INSPECTION): One bag of frozen pork meat was thawing on the counter in room temperature.
      • Corrective Action(s): Do not thaw in room temperature. Keep frozen food in the cooler to fully defrost, or put under cold running water for a faster defrost.
      • Staff put the bag back into the cooler.

      • Observation: Rodent droppings observed in the following areas:
      • > Behind the hot water tank
      • > Under the 2 door reach in cooler
      • > Behind the dough mixer/filing cabinet

      • Corrective Action(s): Remove droppings. All stored equipment must be pulled away from the walls and off the shelves to facilitate cleaning.
      • Look for any new entry points, seal immediately. Any previously sealed entry points will need to be revisited to ensure they are still sealed.

      • Observation (CORRECTED DURING INSPECTION): Food items inside Fridge #4 had internal temperatures ranging between 8-18C. The cooler had been malfunctioning.
      • Corrective Action(s): Potentially hazardous foods inside fridge #4 were discarded at the time of inspection. The items included: a large bucket of bean soup, sour cream, cream based sauces, raosted vegetables, cabbage rolls, pork crepes, cooked buckwheat, fried onions, lime bacon, borsch. Do not store potentially hazardous food inside this cooler until it can maintain 4C.

      • Observation (CORRECTED DURING INSPECTION): Hot water had been turned off at the hand washing sink by the dishwashing area. Staff could not recall when they last had hot water in that sink. This is the only functioning hand sink in the kitchen.
      • Corrective Action(s): Staff turned the hot water on during the inspection. Ensure hot water stays on at all times for all hand washing sinks to maintain sanitation. No access to hot water can lead to facility closure.

      • Observation: Rodent droppings found on the floor behind the small mixing bowl that is not currently in use on the right hand side of the kitchen. The most recent pest control report was from November 29, 2022.
      • Corrective Action(s): The following action is required:
      • -Have a professional pest control company return to the facility within one week and provide the report to Fraser Health. Ensure that potential entry points are checked for and sealed if found.
      • -Ensure that all foods are kept in pest proof, sealed, containers.
      • -Clean all droppings today with a bleach solution.

      • Observation: a) Noted back door open at the time of the inspection.
      • b) Window next to the back door opens to the garbage disposal outside the restaurant. This is a potential entry point for pests.
      • Corrective Action(s): a) Back door was closed during the inspection. Recommend installing a screen on the door to prevent the entry of pests if the operator wishes to keep the door open for ventilation.
      • b) Ensure that the window is either kept closed or a screen is installed on it.

      • Observation: The dishwasher is not currently working and is turned off. There are 6 seats in the front area where food service takes place. However, there is only a 2-compartment sink for washing dishes. As this does not meet the standard for dishwashing, the food service must be take-out only until the dishwasher is fixed and a follow up inspection takes place.
      • A new dishwasher has been ordered by the operator to replace the current one.
      • Corrective Action(s): A follow up inspection is required when the new dishwasher is installed. Operator to provide a timeframe for when it will be installed.

      • Observation (CORRECTED DURING INSPECTION): QUATS sanitizer from spray bottle for front of store was around 50ppm
      • Corrective Action(s): QUATS sanitizer was refilled from dispenser and measured about 200ppm.

      • Observation (CORRECTED DURING INSPECTION): As per operator, facility has issues with the boiler in which it is turned off over night.
      • As per operator the vents are on all the time, in the evening when no one is in the store it gets cold and the boiler turns off. The operator also explained that this is usually the issue in the summer time but not winter time.
      • Corrective Action(s): In the morning when they open the boiler is turned on. Hot water can run through the taps in about 10min. For the operator to provide further discussion as to why this happens to the Environmental Health Officer.

      • Observation (CORRECTED DURING INSPECTION): Several buckets of borscht at 48-49 degrees Celsius were found tightly covered in a cooler.
      • Corrective Action(s): Manager indicated the borscht was made at 2:45pm today (inspection started around 3:00pm). Informed manager and staff that hot foods must be cooled following a 2-step process: from 60 degrees Celsius or more down to 25 degrees Celsius as quickly as possible; and then from 25 degrees Celsius to 4 degrees Celsius (i.e. in a cooler). Storing hot food in a tightly covered container in a cooler prevents rapid cooling and if the food contains bacteria these conditions would allow them to grow and multiply. Instructed manager to place the buckets of borscht in a cold water bath at time of inspection. Also instructed manager to monitor the temperature using a sanitized food thermometer, as step 1 of the cooling process shall not exceed 2 hours.

      • Corrective Action(s): Observed accumulation of filth/grime and food spills in production/kitchen area indicative of the lack of regular cleaning, as opposed to filth or spills that occured in the morning just prior to the inspection. Make sure the work tables, shelves, equipment and floors in the production/kitchen area are thoroughly cleaned and kept clean on a daily basis.
