Inspection summary

Soul de Cuba Cafe has been inspected 6 times by Interior Health Authority since March 7, 2023. The most recent inspection, on September 28, 2026, recorded 1 infraction.

None of the 6 inspections on record were free of infractions. In the past 12 months there were 2 inspections with 4 infractions recorded. The higher-risk findings here relate to: Protecting food from contamination, Cleaning and sanitizing and Food temperature control.

Recent inspections have recorded fewer infractions than earlier ones, so the record is improving.

What these findings mean

Health authorities word their violations differently, so we group them by what they mean for food safety. Higher-risk findings are the ones inspectors treat as critical, because they can directly make someone sick.

  • Protecting food from contaminationHigher risk

This covers how food is stored, prepared and displayed: raw meat kept away from ready-to-eat food, food covered and stored off the floor, and nothing dripping or splashing into it. Cross-contamination from raw to cooked food is a direct route for salmonella and E. coli.

Recorded 6 times across 4 separate inspections, most recently on September 28, 2026. For example: 5 Are the premises and equipment properly maintained and operated in a sanitary manner (i.e. ongoing maintenance)?

  • Cleaning and sanitizingHigher risk

Anything that touches food, such as cutting boards, dishes and utensils, must be washed, rinsed and sanitized. Inspectors check dishwasher temperatures, sanitizer strength and how wiping cloths are stored. Poor sanitizing lets bacteria survive from one use to the next.

Recorded 5 times across 5 separate inspections, most recently on March 20, 2026. For example: 3 Are food contact surfaces, utensils and equipment washed and sanitized in a manner that removes/prevents contamination?

  • Food temperature controlHigher risk

Bacteria multiply fastest between about 4 °C and 60 °C (40 °F to 140 °F). Inspectors check that cold food stays cold, hot food stays hot, cooked food is cooled quickly, and that staff have accurate thermometers. Temperature problems are one of the most common causes of food poisoning, so these are treated as critical findings.

Recorded 4 times across 3 separate inspections, most recently on March 20, 2026. For example: 4 Are proper freezing and thawing procedures followed?

  • Handwashing and staff hygieneHigher risk

Hands are the main way germs like norovirus move from people to food. Inspectors look for stocked, accessible handwashing sinks, staff washing hands when required, hair restraints, and sick employees being kept away from food. Gaps here can spread illness quickly.

Recorded 2 times across 2 separate inspections, most recently on March 20, 2026. For example: 7 Are there handwashing stations available and properly supplied?

  • Permits, records and postingLower risk

Operating permits, required signage, written procedures and logs. These findings are administrative: the documentation was missing or out of date at the time of inspection.

Recorded 2 times on July 23, 2024. For example: 3 Are written food handling procedures (Food Safety Plan) current and available on site?

      • F2.3D Sanitizer solution must be available and kept at the correct levels for adequate sanitizing action.
    • F3.3 Are written food handling procedures (Food Safety Plan) current and available on site?
      • Observation(s): No temperature logs observed for coolers/freezers. Ensure daily (2x) logs of temperatures (i.e., coolers, freezers, cooling of food, etc.)
    • F3.4 Are written sanitation procedures (Sanitation Plan) current and available on site?
      • Observation(s): Sanitation logs not maintained. Ensure daily log of sanitizer concentration and maximum temperature of dishwasher during the final rinse cycle.
  6. Monitoring

    4 infractions

    • F1.2 Are proper temperature controls maintained to ensure safe storage and display of foods?
      • Observation(s): Observed a plate of bacon stored at room temperature near the grill, staff indicated that bacon is routinely stored in this manner throughout the day. Potentially hazardous foods (PHF) stored at room temperature must follow strict procedures for using "time as a public health control at ambient temperatures" to protect against bacterial growth that could lead to foodborne illness. Ambient temperatures where PHF are stored without temperature control must not exceed 24°C. PHF stored at ambient temperatures for 2 hours or less can be returned to the cooler, however, PHF stored at ambient temperatures for longer than 2 hours must be discarded once they have been held without temperature control for 4 hours. Eggs must not be stored at room temperature for longer than 1 hour if they are to be returned to the cooler. Eggs that have been stored at room temperature for longer than 1 hour must be discarded once they have been held without temperature control for 2 hours. PHF stored at room temperature must be equipped with a time stamp indicating either when the product was removed from the cooler or the time at which the product must be discarded. To resolve this infraction provide EHO with an updated copy of the Food Safety Plan by March 17th. The updated Food Safety Plan should include well defined procedures for storing PHF at room temperature.
    • F1.3 Are proper cooling and reheating procedures followed?
      • Observation(s): Observed pots of soup/sauce on the floor in the walk-in freezer, staff indicated that these pots had been placed there to cool. The temperatures of the product was measured at 32°C at time of inspection. Placing hot products into the freezer to accelerate the cooling process could interfere with the proper temperature maintenance of other products in the freezer. Please ensure that appropriate cooling procedures are employed To resolve this infraction please update the food safety plan to clearly define cooling procedures, and begin maintaining cooling logs to be reviewed during future inspections.
    • F2.3 Are food contact surfaces, utensils and equipment washed and sanitized in a manner that removes/prevents contamination?
      • Observation(s): Observed an accumulation of debris and residue around the opening of the ice machine in the server station. Operator must ensure that cleaning and sanitation procedures are adequate to prevent the development of unsanitary conditions. Cleaning procedures must address equipment and hard to reach areas often enough to prevent the accumulation of dust, debris, and residues. Provide EHO with a picture of the inside of the ice machine once cleaning has been completed to resolve this infraction.
    • F2.5 Are the premises and equipment properly maintained and operated in a sanitary manner (i.e. ongoing maintenance)?
      • Observation(s): Products were observed stored on the floor below shelving at the back of the kitchen. Storing products on the floor can interfere with cleaning procedures required for sanitary maintenance of the facility. All storage in the kitchen should be maintained a minimum of 6 inches above the floor to facilitate ongoing sanitary maintenance of the facility. To resolve this infraction provide EHO with pictures confirming that storage has been reorganized and products are no longer stored on the floor in the kitchen.
