The underside of the counter is water damaged and deteriorated. Water also leaks off the counter edge onto the floor.*Ensure the two-compartment sink faucet is repaired.*Repair hand sink counter to be level and drain towards the hand sink. Cut out and remove water-damaged material under the counter or replace the counter.
