Inspection summary

CEFA Early Learning Spall Road has been inspected 3 times by Interior Health Authority since July 8, 2020. The most recent inspection, on April 24, 2025, recorded 2 infractions.

None of the 3 inspections on record were free of infractions. No inspections are on record from the past 12 months. The higher-risk findings here relate to: Protecting food from contamination, Pests and Handwashing and staff hygiene.

What these findings mean

Health authorities word their violations differently, so we group them by what they mean for food safety. Higher-risk findings are the ones inspectors treat as critical, because they can directly make someone sick.

  • Protecting food from contaminationHigher risk

This covers how food is stored, prepared and displayed: raw meat kept away from ready-to-eat food, food covered and stored off the floor, and nothing dripping or splashing into it. Cross-contamination from raw to cooked food is a direct route for salmonella and E. coli.

Recorded 2 times across 2 separate inspections, most recently on April 24, 2025. For example: 7 Are foods protected from contamination?

  • PestsHigher risk

Signs of mice, rats, cockroaches or flies, or gaps and clutter that let them get in or hide. Pests carry bacteria and can contaminate food and surfaces, so evidence of activity is treated seriously and usually triggers a follow-up visit.

Recorded once on April 24, 2025. For example: 2 Are proper pest control measures in place on the premises?

  • Handwashing and staff hygieneHigher risk

Hands are the main way germs like norovirus move from people to food. Inspectors look for stocked, accessible handwashing sinks, staff washing hands when required, hair restraints, and sick employees being kept away from food. Gaps here can spread illness quickly.

Recorded once on July 8, 2020. For example: 7 Are there handwashing stations available and properly supplied?

  • Other findingsLower risk

Findings that do not fit the categories above, such as follow-ups that confirm an earlier violation was corrected, or requirements specific to this type of facility.

Recorded once on May 15, 2023. For example: 1 Does the facility have proper monitoring supplies?

  1. Monitoring

    2 infractions

    • F1.7 Are foods protected from contamination?
      • Observation(s): Observed a overloaded main kitchen double door freezer; the double door refrigerator was also observed at capacity for food storage. Packages of raw ground beef were observed in storage above and in close proximity to ready to eat food inside the double door freezer and deli meat was observed in storage within a plastic tote box labelled for storage of raw meat. As discussed, please ensure that raw animal proteins are store below and adequately separated from ready to eat foods, on bottom shelves; a plexiglass divider is also recommended for the bottom shelf of the double door freezer as an additional barrier between raw meat and RTE food storage. Please discontinue the practice of storing deli meat in the plastic storage tote labelled for raw meat. Please also ensure that kitchen sanitizer used as "no rinse" required solutions are mixed at 200-300ppm and provide mixing instructions (ie. measured at +400ppm while onsite) - please properly label sanitizer bottles as "sanitizer".
    • F2.2 Are proper pest control measures in place on the premises?
      • Observation(s): At the time of inspection, mouse activity was noted in the kitchen pantry and some classroom storage areas. Although a number of pest control steps have been taken at the CEFA facility (including addressing building integrity issues/door sweeps/drain covers & conduit covers, eliminating harbourage areas, decluttering, cleaning and enhanced surveillance), continued diligence is required in order to eradicate mice activity from within the childcare facility, including the kitchen pantry. Please confirm that weekly pest control services by a professional pest control operator have been re-started. Please restart the daily log for surveillance of mouse activity is in the kitchen (had not been filled out for several days). Please also store all baking ingredients, pasta, grains, etc within pest proof containers stored in the kitchen pantry. Please report on a reduction in pest activity going forward on a weekly basis until eliminated.

    • F2.1 Does the facility have proper monitoring supplies?
      • Observation(s): Please provide test strips for quaternary based kitchen hard surface sanitizer and ensure mixing at a "no rinse" required concentration (200-300ppm). Please also ensure that sanitizer bottles are properly labelled.
