      • Observation(s): Complainant reported to have observed a child crying and a staff member stating that the child was on time out. The complainant reported the event to the facility manager and to Licensing. During complaint review, the manager confirmed that a time out was applied as a behaviour guidance technique, contrary to the behaviour/guidance policies of the facility.
