     • Observation(s): An employee was acting as a fully qualified educator while waiting for certification. The manager brought this to the Licensing Officer's attention and had already implemented a system to ensure appropriate staff qualifications and documentation. The manager stated she will ensure a qualified ECE staff is present at all times until the certificate arrives.
