      • Whirlpool was closed for maintenance when PHI arrived for inspection. The operator stated that they were in the process of backwashing. The flow meter was non-functional during this inspection, and the operator changed it out to one that was more functional (can see flow meter reading) but was leaking a lot. It read 60 GPM, and the operator turned up the flow rate, but it caused the leak to increase.
