    • R10.3 - Do care plans include the required elements and are they developed with the participation of the person in care, parent or representative?
      • Observation(s): The Licensee’s system to ensure all care plans contain all of the legislative requirements is ineffective. Two care plans were reviewed, and both do not contain an oral care plan. There is a risk to oral health outcomes if a care plan does not contain an oral care plan to guide employees in providing the specific oral care that a person(s) in care requires. The Licensee will submit a Compliance Plan by June 30, 2026 confirming that the non-compliance with oral care plans has been corrected and include the system that will be implemented for ongoing self-monitoring of care plans. The Plan is also required to outline who, how, and when the Plan will be monitored for sustained compliance. There is a risk to health and dignity if a care plan does not contain a recreation and leisure plan to guide employees in providing the specific recreational support that a person(s) in care requires. The Licensee will submit a Compliance Plan by June 30, 2026 confirming that the non-compliance with a recreation and leisure plan has been corrected and include the system that will be implemented for ongoing self-monitoring of care plans.     • R8.1 - Is there an ongoing planned program of physical, social and recreational activities?
      • Observation(s): Although the Licensee offers access to programs outside of the home it was noted that recreation within the home did not meet the legislative requirements of an ongoing planned program of physical, social and recreational activities suitable to the needs of the person in care, and designed to meet the objective of the care plans of the person in care. The Interim Manager reported during the inspection that they will review the recreation plans and implement more robust plans that will be in compliance with the legislation.
    • R1.1 - Does the Licensee operate in accordance with their license and inform Licensing of any significant changes?
      • Observation(s): The Licensee has systems in place to monitor the care and services provided however; monitoring to ensure compliance was noted to be ineffective as laid out in the body of this report. The Licensee does not have a system in place to ensure that Licensing is notified if the manager expects to be absent for at least thirty consecutive days. At the time of Licensing’s inspection the manager was on leave and Licensing had not been notified that an interim manager was in place. The Licensing Officer requested manager change notification on August 3, 2023 and the notification was received on August 8, 2023.
      • R1.1E - Notify licensing if the manager resigns or expects to be absent for at least 30 consecutive days; 8( 3 )(a)
      • R1.1W - Regularly monitor the physical environment and the care and services provided; 61
    • R5.1 - Does the facility provide food services which meet nutritional needs and preferences for persons in care?
      • Observation(s): Although the Licensee offers snacks to persons in care, there is no system in place to ensure that two nutritious snacks per day are included in the four week menu, and that they contain at least two food groups as described in Canada’s Food Guide.
    • R7.1 - Are the physical facility, equipment and furnishings maintained, sanitary, accessible and appropriate for persons in care?
      • Observation(s): The Licensee has a system in place to monitor the physical environment however, it was noted during the inspection that in one person in care’s room a bathroom cabinet was not secured and was at risk of falling, and a pedestal sink was not firmly secured to the floor. The Interim Manager reported during the inspection that the repairs would be made as soon as permission was received from the person in care.
